So naturally, we bought one with our own money and put it through all kinds of evaluations. The Bissell Revolution HydroSteam Carpet Cleaner is a second-generation carpet cleaner that stands out for offering a true steam function—something still rare in consumer models—and in testing, this feature proved genuinely useful for loosening dried-on stains before standard cleaning. It includes two main modes (steam pre-treat and SteamWash Max Clean), a 1-gallon clean water tank for longer sessions, a 7-foot hose, and attachments like a self-cleaning tough stain tool and crevice tool, along with easy-maintenance features such as a removable brush roll cover and catch tray. In standardized stain testing using dried grape juice, it scored an 89.2—well above the 83.5 average—placing it in the top tier for stain removal performance. Bissell HydroSteam Models Explained: 4117 vs 4120 vs 4123

There are a few models in the Bissell HydroSteam lineup—the 4117, the 4120, and the 4123. These are essentially the same machine with different accessory bundles, so our Bissell HydroSteam review applies to all of them. Note that the 4123 is the second-generation Bissell HydroSteam carpet cleaner. The previous generation is represented by the 3432.

To use the Bissell Revolution HydroSteam, fill the clean water tank with water and the included cleaning formula. Unlike some newer carpet cleaners with automatic detergent dispensing, the HydroSteam uses a handle-mounted trigger. You pull the trigger to spray the water-solution mix, and release it when you want to use suction only.

It has two main cleaning modes. There’s a Steam Pretreat mode for deep stain removal and Bissell’s SteamWash Max Clean mode, which serves as your standard cleaning mode for whole-carpet cleaning. While the Bissell Revolution HydroSteam 4123 doesn’t technically have a third quick-dry mode like some carpet cleaners, you can release the trigger to make dry passes to reduce drying time.

True Steam Carpet Cleaning

The true steam cleaning function is extremely rare in the consumer market for upright carpet cleaners. While steam has long been used in professional carpet cleaning machines, the Bissell HydroSteam series remains one of the few consumer models that produce real steam.

Many carpet cleaners claim to have some form of heating capability, and it’s usually right there in the name (e.g., “ProHeat”). But what they actually mean is that they maintain the temperature of already warm water. None of them converts cold water into steam, as far as we know. We won’t call it misleading, but it’s important to understand the difference between steam carpet cleaners and heated carpet cleaners.

The HydroSteam actually heats the water and produces steam. Bissell claims it removes stubborn stains up to 45% better than other models. And in our evaluations, the steam pre-treatment function made a noticeable difference on dried-on stains, especially in high-traffic areas and pet messes.

To use it, set the Bissell Revolution HydroSteam 4123 to steam pre-treat mode, pull the trigger to release steam, and move it back and forth over the stain for about 20 seconds. Then switch to normal cleaning mode. It’s an extra step, but it’s worth doing for tough messes.

Bissell HydroSteam 4123 Stain Removal Results

We evaluated the HydroSteam 4123 using our standardized stain evaluation. In this assessment, we first pour a fixed amount of grape juice onto a white carpet, let it dry for at least 24 hours, perform four timed passes, and then allow it to dry. From there, we measure the stain’s relative lightness using a colorimeter.

The HydroSteam scored 89.2 compared to the average of 83.5. That places it firmly in the top tier of carpet cleaner stain removal performance.

Water Tank Capacity and Cleaning Coverage

Another big advantage is the tank size. The HydroSteam has a 1-gallon clean water tank, which aligns closely with the category average of 0.99 gallons. But it’s still a notable achievement because many of the carpet cleaners we’ve evaluated have much smaller tanks. For example, the Shark EX304 has a tank size of just 0.66 gallons.

With the HydroSteam’s tank capacity, you can clean larger rooms or multiple areas without frequent refills. That makes it a strong option for anyone in need of a carpet cleaner for large homes.

Hose Length, Attachments, and Versatility

This carpet cleaner comes with a 7-foot hose, which is slightly below the average of 7.8 feet. While not the longest in its class, it’s still functional for stairs, upholstery, and above-floor cleaning tasks.

It also includes the category standard two attachments: a 4-inch self-cleaning tough stain tool and a spraying crevice tool. The self-cleaning feature is a nice touch and particularly useful for maintaining hygiene after cleaning pet stains or nasty messes.

Unsealed suction at the floor head measured 6.9 kPa compared to the average of 7.26 kPa. That’s again, slightly below average. While this didn’t negatively affect stain removal performance, suction plays a role in water extraction and drying speed. So it’s worth considering.

Weight and Cord Length Considerations

At 20 pounds, the HydroSteam sits almost exactly at the category average of 20.1 pounds. So it’s manageable, but not especially lightweight. The steam system likely contributes significantly to its weight.

As for cord length, it’s 20 feet. That’s slightly shorter than the average of 21.8 feet. It also means you may need to switch outlets more frequently when cleaning larger areas.

After assessing all the performance data and features, the Bissell Revolution HydroSteam 4123 performed well overall but did not make our Top 5 Best Carpet Cleaners.

Even so, it remains a highly capable machine with a genuinely unique feature. The true steam cleaning function delivers measurable improvements in stain removal. If you’re looking for a steam carpet cleaner for deep cleaning pet stains or high-traffic areas, the Bissell HydroSteam 4123 is one of the best options currently available.

It delivers strong cleaning performance, has a large tank, and offers useful maintenance features. The only main tradeoffs are slightly below-average suction and a shorter cord. If steam cleaning is a priority, the carpet cleaner is an excellent choice.
